Training for Energy Auditors and Technical Designers (TEAD)

This technical assistance project is part of the larger Energy Efficiency Support Programme for Ukraine (EE4U, Phase –II) providing support to reforms in the area of energy efficiency in Ukraine. The Project will provide training and ensure continuous professional development for energy auditors and technical designers. This Project is aimed to improve the quality of energy audits and technical design required for thermo-modernisation of residential and public buildings. It will also provide training on energy audits in small and medium enterprises (SMEs) consuming energy. Furthermore, the Project will enhance women’s career in the mentioned areas of activities. The project is aimed at improving skills and increasing female employability in the energy sector. 

The overall objective of the project is to contribute to the improvement of the quality of energy audits for all end users, including industries and SMEs by locally trained energy auditors. Energy audits will then be used by technical designers for the successful implementation of EE programmes in the areas of residential and public buildings as well as in industries and SMEs. 

The purposes of this contract are as follows:

• Design and implement an initial training (train-the-trainers approach) and continuous professional development (CPD) for energy auditors to ensure high-quality energy audits of residential and public buildings and industry
• Design and organise CPD for technical designers, providing knowledge on energy auditing and best practice on EE implementation in the buildings sector
• Increase networking and visibility of the profession of energy auditor with opening of business opportunities as well as development and expansion of the profession at decentralised level covering geographically the entire country and at the same time strengthening the role of women auditors
• Provide a comprehensive mapping of obstacles and make recommendations for improvement of policy and legislative framework on energy audits and energy performance certificates 

Type of Services provided:

1. Legal and market analysis related to energy audits in Ukraine 

• Overview of policy/regulatory framework
  • Detailed assessment of the existing governance and institutional set-up and mapping of stakeholders
  • Presentation of EU best practice and proposal of measures to improve the existing legislation, policy and institutional context
  • Quantitative assessment of training providers and training programmes; criteria for the selection of training institutions; pre-selected institutions
  • Market analysis
  • Gap analysis. Overview of gaps and bottlenecks and recommendations for actions
  • Assessment of the capacity of technical designers to implement high-quality engineering design of EE projects
  • Assessment of the role of women in energy audits including opportunities, bottlenecks and gap analysis vs best practice
  • Proposal for networking concept, optimum institutional setup and a mechanism for sustainable policy consultations
  • Workshop for consultation of the results of the above study

2. Training schemes 

• Train the Trainers (Stakeholder engagement: methodology for selection, selection and engagement; Drafting and agreement of curriculum and relevant consultation; Preparation of comprehensive training material including exercise templates, literature and support material; Evaluation of training courses; Drafting of a programme for the implementation of follow up training)

3. Examination and Evaluation 

• Testing and examination procedures for each category
  • Quantitative analysis of feedback from the training courses
  • Standardised packages for training curricula 

4. Qualification attestation and certification 

• Design of the system for testing, examination, qualification, attestation and/or certification systems
  • Development of a roadmap with proposals for needed legislative, institutional changes 

5. Regional network and women’s role enhancement 

• Creation of an awareness-raising strategy on energy auditing
  • Mapping of awareness-raising needs on energy auditing among local authorities
  • Advocacy and outreach towards local authorities and partners and assistance in the creation of regional groupings/associations of energy auditors
  • Organisation of targeted events aiming to analyse bottlenecks for a more active participation of women
