Support of the Homeowners Association Resource Centre in Vinnitsa

The project assisted the City of Vinnitsa in the creation and supporting of the institutional arrangements, which will enable HOAs (Homeowner Associations) to obtain a full range of informational services including but not limited to:

1. Support in establishing HOA including registration and initial organizational setup;
2. Conduct technical and energy efficiency analysis of the building;
3. Budgeting and preparation of business plan for investments in energy efficient modernization via commercial bank financing;
4. Support in public outreach and communication campaign, etc.

The project also provided the Centre with formal and on-the-job training of providing advice in the organizational, legal, technical, financial and other aspects of HOA operations.

Type of Services Provided:

• Organised and held meetings with relevant stakeholders across the Ukraine;
• Developed working plans / business models and cost-recovery and budgeting for the HOAs;
• Performed workshop with commercial banks who showed interest in EE financing in the residential sector;
• Designed and implemented training programmes to various stakeholder groups;
• Provided on the job training in energy efficiency to the HOAs;
• Conducted a technical audit of buildings;
• Supported the development of a communication strategy.
