Strengthening Public Finance Capacity for Green Investments

The overall objective of this project was to help increase the capacity of EECCA authorities with responsibilities for environmental/climate and public finance management to design green public investment programmes in line with good international practices, with the aim of obtaining adequate budget support and international financing for programme implementation.

In addition, capacity building was achieved by providing EECCA experts with relevant programme design and costing tools as well as organising targeted training on designing and managing green public investment programmes at the national and/or sub-national level. The main objective of the training was to transfer practical skills and know-how in designing green public investment programmes; as well as the consideration of Institutional and legal frameworks, including incentives for and challenges to adopting MTEF.

The project Consultant was responsible for: 

  • Constructing a matrix of current and expected project portfolios/pipelines of government and international agencies in the thematic area of the proposed programme. The result will be a description of portfolios and pipelines disaggregated by sub-thematic areas, geographical location, budgets and secured/expected financing
  • Analysing the financing gaps of existing portfolios and pipelines in the proposed programme
  • Finalising the design of the main elements of the programme, considering national environmental priorities, climate change commitments and budgetary/MTEF requirements. More specifically, as part of this activity, the Consultant was responsible for identifying a potential project pipelines (in terms of types of projects) to be financed through the programme and screen them considering the characteristic of the sector, institutional and regulatory environment, and present state of assets

Within the project, the role of the relevant ministry in MTEF development and implementation, and the significance of local and sub-national governments in implementing environmental and climate-related actions were discussed.

Type of Services provided:

  • Designing and costing green public investment programmes in three EECCA countries in line with international good practices
  • Conducting four training sessions on medium-term environmental investment planning and management for environmental authorities in selected EECCA countries
  • Preparation of a summary report
  • Contribution to an international conference on access to finance for green investments organised by the OECD
