PolSEFF II Project Preparation Consultant

The Polish National Fund for Environmental protection and Water Management (NFOS) asked the EBRD to provide its support for the promotion of energy efficiency and renewable energy investments in Polish SMEs.

EBRD was in discussions with NFOS to establish a new ”Polish Sustainable Energy Financing Facility” combining the EU funded technical assistance package  and the new NFOS’s Programme “Efficient use of energy: Energy saving investments in SMEs”, using grant funding from the environmental payments by Polish polluters in the amount of approximately PLN 100 million.

The Project Preparation Consultant supported the design, preparation and launch of this new facility by pro-actively carrying out a number of tasks including: 

• Advising on the design and operational procedures of the Programme, including all technical aspects;
• Assisting with the implementation of the marketing strategy and raising awareness in the market;
• Ensuring transfer of skills and capacity building to all stakeholders participating in the Programme.

Type of Services provided:

• Prepare an Operation Manual and a Quality Assurance Manual;
• Recommendations regarding the documentation to be used for the Call for Proposals and Guidelines for Applicants;
• Develop a procedure and methodology for calculating the energy savings and CO2 emissions reductions, including energy audit templates;
• Develop Terms of Reference for the Programme Project Consultants and Verification Consultants;
• Recommendations on the set-up of an efficient management structure of the Programme;
• Develop a marketing and communication strategy;
• Organise and conduct up to 5 regional training workshops to prepare energy efficiency experts pre-approved to prepare and verify projects under the Programme.
