Management of selected programmes of the “Climate and Energy Fund”

Austrian Climate and Energy Fund

The Climate and Energy Fund was created by the Austrian Act on the Climate and Energy Fund in July 2007 in order to support the implementation of the requirements imposed by EU legislation in the fields of climate change and energy. The Climate and Energy fund supports the implementation of the goals of local climate policy and the development of a sustainable energy system by enhancing energy efficiency and promoting the use of renewable sources in Austria at local level, including through improvement of relevant infrastructure. With its funding programs for research, development, and market penetration, it enables broad-based solutions for infrastructure improvement and thus protect the climate and benefit the location and provides important impulses for the relevant Austrian climate policy of the federal government.  The main programmes under the KLI.EN 

  1. Consulting for SHPP

The programme supports reconstruction and modernisation of existing SHPP 

2. Expert support to municipalities 

The aim of the programme is to further reduce hurdles in the implementation of municipal climate and energy projects, including infrastructure projects. Therefore, defined services from thematic modules are supported:

  • Module 1: Preparation of municipal energy plans
  • Module 2: Funding management for climate and energy projects
  • Module 3: Funding submission support for EU projects
  • Module 4: Citizen Participation Processes for Climate Action
  • Module 5: Accompanying information services for projected large-scale renewable energy plants

In this way, the know-how available to a municipality is selectively, purposefully and sustainably expanded in order to meet the challenges of the energy and mobility infrastructure transition in an optimised manner and to promote the implementation of concrete infrastructure projects.

3. Model Remediation Programme

The programme supports the comprehensive renovation projects of commercial and public buildings as well as measures to use renewable energy sources and increase efficiency.

4. E-charging infrastructure 

The programme supports actions aimed at improvement of e-charging infrastructure for municipalities.

Type of Services provided:

  • Managing the entire programme from preparing the application documents and platform
  • Technical, economic, and environmental appraisal of the submitted projects aimed at improvement of energy efficiency and energy infrastructure, climate change adaptation, environmental infrastructure.
  • Detailed assessment of climate change and energy related risks and minimizing them in the long term through appropriate adaptation measures
  • Preparation of regular assessments of the grant applications and submitting them for approval to the KLI.EN Board
  • Provision of training and capacity building in subject matters
  • Provision of consultancy to the decision-making bodies and stakeholders in subject areas such as energy efficiency and energy infrastructure (e.g energy supply, energy consumption; district heating, cogeneration,  renewable energy, etc) mobility infrastructure, environmental infrastructure, climate change, etc
  • Information and awareness raising among decision-makers in municipalities, companies and households
