Green Recovery Programme for Ukraine – Second Phase

The project supports the implementation of the NEFCO Green Recovery Programme for Ukraine – Second Phase, a large-scale blended finance initiative combining investment loans and grants to enable environmentally sustainable municipal recovery in Ukraine. The programme focuses on rebuilding and modernising municipal infrastructure in a manner that strengthens climate resilience, energy efficiency, and environmental performance in the context of war-related destruction and long-term reconstruction needs.

The technical assistance assignment covers the full municipal project cycle, from project identification and preparation through implementation support, targeting key municipal sectors including public buildings and facilities, district heating, water and wastewater management, municipal solid waste management, and renewable energy investments. Projects are implemented by municipalities or municipally owned entities across Ukraine, operating under challenging security, institutional and capacity conditions.

A central objective of the assignment is to strengthen the institutional capacity and resilience of Ukrainian municipalities by supporting the establishment and operation of local Project Implementation Units (PIUs). This includes hands-on technical, financial, environmental, procurement and project management support to ensure that investments are prepared and implemented in compliance with NEFCO requirements, international best practice, and applicable Ukrainian legislation.

The assignment contributes to Ukraine’s green recovery by enabling municipalities to prepare bankable, environmentally sound and climate-aligned investments, ensuring efficient use of public and donor resources, and embedding sustainable practices into local infrastructure planning and delivery.
