Green City Action Plan for Brcko District

EBRD launched EBRD Green Cities (the ‘’programme’’) to support cities to transition to green, low-carbon and resilient futures. It aims to achieve this by helping cities to identify and prioritise their most pressing environmental challenges and address them through targeted investment and policy actions. Green City Action Plans (GCAP) helping cities to articulate their challenges for sustainable development and devise a politically and economically feasible plan of investments and policies to transition cities to greener future. 

The overall objective of this Assignment is to support the District to develop GCAP in line with EBRD Green City Action Plan Methodology and support the approval of a GCAP at local level. Specific objectives of this assignment are:

  • Assist the District, stakeholders and its citizens to develop ownership of the GCAP. Encourage broad civil participation for the GCAP development and awareness raising.
  • Assist the District to identify and prioritise environmental challenges facing the District
  • Prepare a list of infrastructure investments that address those challenges and can be implemented and managed by the District, regional and national government, utility companies, Special Purpose Vehicles, and other stakeholders
  • Prepare a list of policies, regulations, guidelines and other legal, administrative and managerial measures that address the priority environmental challenges and support the implementation of infrastructure investment projects

Type of Services provided:

  • Prepare and develop Green City Baseline analyses and define a District current environmental performance based on both qualitative and quantitative assessment.
  • Develop Green City Action Plan, including green city vision and strategic objectives supported with list of activities and actions that need to be implemented to achieve the vision. Listed actions in the GCAP should include:  Estimated capital expenditure (CAPEX) and annual implementation/operation costs (OPEX) per measure, key stakeholders with their roles and responsibilities under the implementation, potential mechanism and sources of finance, indicative implementation and operational timeline, estimated environmental benefits per action, social and economic benefits).
  • Technical support during the GCAP approval process
  • Support the District in the First Monitoring of the implementation of the GCAP
  • Provide capacity building in terms of necessary skills and knowledge for implementing bodies in order to support the implementation and management of the Green City Actions
