Customer and Performance Oriented Drinking Water and Sanitation Services

The water programme CPWS assisted Albania to provide affordable water supply and sewerage services to its population with an orientation at EU standards. The realization of the EU action "EU support Wastewater management and treatment services" (EUSWAM) delegated to GIZ aimed at implementing the second component of "IPA 2016 - Support to Water Management" sector programme, sought to enhance the implementation of the National Water Sector Reform and the progress of Albania towards EU water legislation requirements.

Type of Services provided:

• Strategic Direction, Mission and Vision Statement of the Utility (strategic issues, concerns and direction and vision statement)
• General Description of the Utility (Brief History of the utility, Key statistical performance information and corporate governance structure)
• Senior Management Overview of the Business Plan (priority issues for the utility, major challenges facing utility in implementing business plan and monitoring, reporting and corrective actions)
• Assessment of the current condition and priority issues- Reference with Baseline Analyses
• Strategic Goals - Reference with Baseline Analyses
• Water Demand Management Analysis and Water Sales Forecast (Per Capita consumption by class of customer, non- revenue water, Forecast of Water Sales and Sources of supply for the planning period))
• Sewage Network and Wastewater Treatment Plant Management, Operation and Maintenance. (Forecast collection from wastewater and treatment services, analyse of the existing wastewater collection and treatment costs taking in consideration the O & M of the existing structures and next steps on improvement of wastewater collection)
• Organizational Structure and Staffing Plan
• Performance Improvement Programme to Achieve Strategic Goals
• Five-Year Cost Budget Forecast; Five-Year Capital Expenditure and Investment Forecast
• Revenue Needs (Dept services, capital reserves and basis for revenue needs)
• Tariff Policy and Strategy
• PR, Visibility and Communication Plan
