Covenant of Mayors East II
The Covenant of Mayors has become a leading example of encouraging and supporting local authorities to develop and implement sustainable energy policies in line with national legislation, obligations arising from Energy Community Treaty (for signatory countries) and in line with EU energy legislation. The aim is to reduce dependency on fossil fuels, improving security of their energy supply, and allowing them to contribute more actively to climate change mitigation.
While focusing on the 6 Eastern Partnership countries this initiative aims at a significant reduction in energy consumption and CO2 emissions of the municipalities as well as an increase in their renewable energy use and energy efficiency measures.
By engaging with various stakeholders in the region, such as the Covenant National Coordinator (CNC), the Covenant Territorial Coordinators (CTC), the Covenant Supports (CS), etc and organising exchanges and meetings amongst them, maximum sustainability of the CoM in the region should be guaranteed.
The Project aims at two main results:
Result 1 - The design of local energy policies and of SEAPs in the framework of the new Covenant;
Result 2 - The implementation and monitoring of SEAPs.
Type of Services Provided:
- Capacity building in the field of energy, energy efficiency, renewable energy and climate change adaptation and mitigation measures through increasing capacity authorities in the EaP countries,
- Capacity building with regard to the design, development, implementation and monitoring of SEAPs;
- Operating the Country Helpdesks to provide an administrative and technical assistance;
- Coordinating development of and monitoring Country Strategies (energy and climate change adaptation) with national and international EU initiatives and programmes, including support implementation of the obligations taken from the Energy Community Treaty;
- Liaising with stakeholders, strengthening the network of Covenant Supports and Coordinators;
- Coordination of a broad set of regional stakeholders and fostering reginal cooperation in fields of energy and climate change by creating a well-functioning coordination platform.
- Establishing Sustainable Partnerships established between SIGN, CNC, CTC and CS in both the EU and the EaP;
- Communicating the results to all stakeholders as well as promoting and raising awareness of key stakeholders about the Covenant's targets.
