Caucasus Energy Efficiency Programme (CEEP II) – Project Consultant

The European Bank for Reconstruction and Development (EBRD) is scaling up its operations in the Caucasus: Armenia, Azerbaijan and Georgia as part of the ambitious targets set in its Sustainable Energy Initiative (SEI) now in its third phase. 

Following the implementation of the “Caucasus Energy Efficiency Programme (CEEP)” – a USD 60 million credit line – in operation from 2007 to 2013 the EBRD is considering an extension of the Programme (“CEEP II” or the “Facility”).

The Facility provided credit lines to PFIs for debt financing for energy efficiency projects and/or small renewable energy projects implemented by private entities and individuals (in the private sector or in buildings used for commercial services).

The Project Consultant supported the implementation of the Programme by pro-actively carrying out a number of tasks. The PC benefited from vast knowledge and experience gained by the EBRD under the CEEP framework.

The generic tasks represented the minimum basic combination of activities and structures necessary to ensure the implementation of the CEEP II. One of the key objectives of the assignment was to build local capacity at Caucasian PFIs by delivering transfer of skills and knowledge of sustainable energy investments. Comprehensive capacity building activities included establishing of procedures, manuals and delivering dedicated training sessions to PFI staff. In consultation with the EBRD, the Consultant also prepared and implemented generic marketing activities.

KPC was partner in the consortium led by Allplan.

Type of Services provided:

  • Market the Facility and ensure that the widest range of stakeholders are informed about it;
  • Ensure that a pipeline of eligible sub-projects is developed under the Facility and regularly updated;
  • Provide help in developing sub-projects for energy efficiency by supporting potential Sub-borrowers in identifying their investment requirements through informal consultations;
  • Undertake Eligibility Checks (“EC”), energy audits (“EA”) or project assessment reports (“PAR”) with formulation of loan applications to PFIs;
  • Establish an efficient tracking, monitoring and reporting system to ensure accurate data and standard forms are utilised;
  • Ensure that Grant funds are applied consistently in line with the eligibility criteria and that this is supported by an appropriate level of validation, to avoid misuse of the Grant.
