Advisory support on national support schemes and financial instruments for targeted support to the development of geothermal heat pumps in the industry sector in Bulgaria

The project focused on providing advisory support for the design and implementation of national support schemes and financial instruments to promote the use of geothermal heat pumps (GHPs) in Bulgaria’s industrial sector. It was designed to accelerate energy transformation by reducing pollutant emissions and enhancing energy efficiency in key industries. The consulting team gathered data on the Bulgarian heat pump market, assessed regulatory frameworks, and developed tailored recommendations aligned with EU and national climate policies. A structured work plan was executed, including kick-off and mid-term meetings with the Government of Bulgaria (GoB), followed by the drafting of a funding scheme and a final workshop to refine strategies and ensure stakeholder alignment

Throughout the project, technical and strategic inputs were provided by experts in renewable energy, financing, and environmental policy. The team delivered a comprehensive roadmap, outlining the methodology, timeline, and specific measures required to introduce GHPs at scale in the industrial sector. Lessons learned from Austria’s successful energy transformation programs were adapted to the Bulgarian context, ensuring feasibility and compliance with international regulations such as the General Block Exemption Regulation and F-Gas regulation. The final outputs included both a detailed support program design and a capacity-building component to strengthen institutional readiness for implementation.
