Technical Assistance to the Management and Implementation of the Austrian state environmental grant scheme for public water supply and sanitation projects

Programme Management of the Austrian federal environmental grant scheme for public investment projects, as part of the measures for the implementation of the EU Directives in water sector, in the field of water supply and sanitation with the aim to support pollution reduction, improve the efficiency of water services and to support the implementation of the requirements for cost recovery based on the Austrian Environmental Support Act. Kommunalkredit is providing the assistance in the enforcement of the national water management legal framework and implementation of the provision of the EU water sector directives through the management of the entire programme from providing technical advice and capacity building in water management, both to Client and beneficiaries, appraising the funding applications including all technical supporting documentation (technical, economic and financial evaluation), concluding the funding agreements and fiduciary management (disbursing the grant funds, monitoring of the compliance with the grant conditionalities). 

The final beneficiaries are municipalities or municipal associations and water/wastewater utilities throughout whole of Austria. 

Moreover, the activities include consultancy services for general program creation and development. Support funding is provided for projects in the following sub-sectors:

• Waste water treatment plants and sewer systems
• Small scale sanitation and waste water treatment facilities
• Public water supply systems
• Small scale water supply systems
• Industrial wastewater treatment plants
• Research in the field of water supply and sanitation

The contract also involves the management of the Austrian Environmental and Water Management Fund, one of the measures within the Austrian legislation supporting the implementation of the provisions of the EU water sector directives.

• Appraisal of grant applications
• Fiduciary management
• Preparation within the design phase for the development of the grant schemes
• Design of the grant schemes – conducting studies to identify the need to finance programs in the water sector in line with the national legislation and EU water sector directives to improve utility services in water sector (supply, collection, treatment and discharge of wastewater)
• Preparation of regular assessments of the grant applications and submitting them for approval to the Ministry
• Implementation of information campaigns
• Technical, economic and legal evaluation of support schemes
• Consultancy of the decision-making bodies
• Evaluation of environmental support schemes
• Provision of the technical advice to the Ministry and municipalities in water management sector (supply, collection, treatment and discharge of wastewater)
• Provision of support in the enforcement of the national water management legal framework and implementation of the incorporated provisions of the EU water sector directives.
