Regional InvestEU Green Portfolio Guarantee Framework – Inception Phase

The InvestEU Programme endeavours to contribute to building a sustainable finance system in the EU, to support the directing of private capital towards sustainable investments in accordance with the objectives set out in the EC’s Action Plan: Financing Sustainable Growth announced in 2018 and the EC’s European Green Deal Investment Plan launched in 2020, among other EU strategic initiatives. In general, the European banking sector is increasingly developing sustainable finance frameworks. The final beneficiaries of the banking sector service e.g., SMEs understand the relevance and need for mainstreaming efforts. A fast-growing sustainability market provide opportunities for further development of green products and green financing instruments to support their development.

The objective is to support the implementation of the EBRD InvestEU Green Portfolio Guarantee products, resulting in a portfolio of eligible Sub-projects. The TC Project will be funded by the InvestEU Advisory Hub.Financial guarantees available under the InvestEU Fund will be implemented in partnership with EBRD as one of the selected financial partners, with outreach to financial intermediaries in the EU member states. 

EBRD will deploy the InvestEU guarantee in the form of first loss risk cover (FLRC) of the EBRD share of PFI portfolios. The TC being selected for this TA assignment will support EBRD guarantee products under the Sustainable Infrastructure Policy Window of InvestEU guarantees within the EU Compartment (Project Component I) and the Member State Compartment for Romania (Project Component II). As such, the scope and nature of consultancy services required may support a number of EBRD guarantee products under the InvestEU programme.  The products will be supported by at least EUR 134 million of InvestEU first loss. The guarantees are expected to support loan portfolios estimated to amount to at least EUR 700 million. The guarantees will cover PFIs’ newly generated portfolios of eligible sub-loans financing sustainable energy projects, contributing to energy savings and CO2 emission reductions. The loans covered with the guarantee will be used exclusively for green investments meeting specific eligibility criteria.

8. Correct tracking, monitoring and reporting of the Framework data

  • Recording of Information in EBRD‘s Management Information System (MIS) and calculating achieved savings
  • Monitoring of the Progress and Implementation of the Facility
