Reconstruction and Renovation of Municipal Infrastructure
The armed conflict in Eastern Ukraine has exerted a strong impact in 5 oblasts, leading to harsh vulnerabilities of population and lack of basic services. Thousands public buildings and enterprises, social and economic infrastructure have been damaged or destroyed. The conflict has severely damaged the economy and infrastructure of the region.
The Feasibility study served to identify several projects in the Donetsk (Bahmut), Lughansk (Mariupol) and Kharkiv Oblasts, that might be financed under the Programme including a careful analysis of the respective project implementing units itself. The Screening Study services accomplished to pave the way for the actual and practical implementation of the Programme “Reconstruction and Renovation of Municipal Infrastructure”. The Programme contributed to the rapid improvement of municipal services in municipalities in the Eastern Part of Ukraine by renovating, to extending and to reconstructing municipal infrastructure. The aim of this screening study was to identify urgent investment need referring to the above-mentioned Programme objective in municipal infrastructure have been identified.
KfW together with the Ministry for Temporary Occupied Territories and Internally Displaced Persons of Ukraine announced an Expert mission to the respective Project Executing Agencies, informing them in detail on its nature and tasks and identify feasible measures in the following sectors: Water and sanitation, Solid Waste, Energy Efficiency and Local Public Transport.
Type of Services provided:
- As a first step identified the municipalities which were included in the study
- Visited all municipalities on the short-list
- Met with the municipal authorities as well as with the management of the utility companies operating in the relevant sub-sectors
- Visited Infrastructure facilities which could be potential investment sites
- Collected any information that might be useful for assessing the financial or technical feasibility of investments in a specific city, sub-sector or individual project
- In final report provided a justified recommendation which projects should be pursued with highest and with lower priority, based on the importance of said projects for the population and the environment, the level of commitment shown by the respective municipality and utility company, the financial and economic strength of the city and utility company, and the current level of preparation of the project.
