Project Management under the Austrian Climate Finance Strategy
In 2013, Austria adopted an international climate finance strategy and established a new inter-ministerial working group dedicated to international climate finance. On behalf of the Austrian Ministry of Environment, KPC manages a portfolio of climate finance projects in developing countries, partly covered by Austria’s contribution to fast-start climate finance. All the projects are aligned with strategic criteria as contained in the national climate finance strategy including:
- a balance between adaptation, mitigation and REDD+ activities
- consistency with OECD DAC reporting
- liasing with project counterparts in developing countries with focus on LDCs and SIDS
- efficiency, effectiveness and transparency of use of funds and
- compliance with quality-assurance systems.
Starting in 2020, an annual funding volume in the amount of 5 million euros will be available for the next four years, which will be managed by KPC.
KPC is part of Austria’s expert group in international climate policy fields, covering:
- Providing climate finance expertise in the UNFCCC negotiation process
- Leading on climate finance issues including the Adaptation Fund in multilateral negotiations on behalf of the EU
- Representing and positioning Austria in meetings with the other EU-MS in the field of international climate policy
- Elaborating position papers and technical working documents related to international climate policy in the context of EU-internal and UNFCCC driven meetings
- Analysing and advising on policy documents and the accreditation framework brought forward to the GCF
- Providing expert reviews on mitigation, adaptation and cross-cutting projects brought forward to the GCF for funding
Type of Services provided:
Management of the portfolio of climate finance projects on behalf of the Ministry of Environment, especially:
- Project coordination and stakeholder consultations
- Project monitoring and reporting
- Controlling and project budgeting
- Quality control and guidance
- Supporting the Ministry in climate finance expert groups and UNFCCC driven negotiations
- Designated Climate Finance expert in Austria’s team of negotiators to the UNFCCC-COP
- Negotiator leading specific climate finance related issues including the Adaptation Fund in international climate conferences
- Austria’s representative on climate finance within the EU expert group of means of implementation (covering climate finance, technology transfer and capacity building in the context of international climate policy)
- Adviser to Austria’s Alternate Board Member in the Green Climate Fund (GCF) on policy issues, mitigation and adaptation project proposals and the accreditation framework
