Under EBRD Polish Sustainable Energy Financing Facility, a credit line operation of EUR 200 million, which aimed to provide loans to the local Financial Institutions for on-lending to SMEs to finance sustainable energy investments, sub-loans were supported by investment incentives (grants) and technical assistance for SMEs.
As part of the transition to commercially sustainable financing scheme, the EBRD provided support to the Polish Ministry of Environment NFOS in developing and piloting market-based mechanisms that can potentially substitute the use of investment grants by providing additional revenues to energy efficiency and renewable energy investments in SMEs.
Such mechanisms might took a form of, inter alia i) a White Certificate scheme; ii) a domestic carbon offset scheme under the EU ETS Directive, iii) a Programme of Activities (PoA) under Joint-Implementation, iv) certification of carbon neutral operations or v) other instruments based on (emerging) carbon market regulations. The Facility provided the test ground for hands-on assessment of market-based support mechanisms identified.

- Carbon Market Implementation Plan, preparing selected carbon mechanisms for piloting during a potential second phase of the project;
