Modernisation of Local Public Services: Regional Planning and Programming

The Republic of Moldova has registered significant achievements in economic development and poverty reduction. Nevertheless, the development disparities affecting the rural areas continue to increase due to unsolved structural problems of the country's economy and government. The local infrastructure is poorly managed and its condition deteriorates constantly. In particular the provision of public services to the population of rural areas is unsatisfactory. The main problem to be addressed by this project was: rural communes were not able to provide citizens with the necessary public services.

Besides addressing the problems directly at the local and rayon levels, complementary support was regarded necessary at the regional level (RDAs, RDCs) in order to strengthen regional planning and programming capacities for the preparation and implementation of investment measures in various technical sectors (water/sanitation, solid waste management, energy efficiency, district and rural roads).

To address these challenges, the GIZ project “Modernisation of local public services (MLPS)” expanded its mandate to support Moldova in its efforts to improve local public service delivery in a more systematic way through improving regional operational plans. In the scope of the expanded MLPS, the partner institutions were supported by:

• Updated National Strategy for Regional Development (NSRD),
• Updated regional development strategies with regional operational plans,
• Development of 11 regional sector programmes on water supply and sanitation (WSS), solid waste management (SWM), energy efficiency of public buildings (EE) and regional and rural roads for the RDAs North, Centre and South,
• Developed a project pipeline of investment fiches (in the priority areas water and sanitation, solid waste management and energy efficiency of public buildings),
• Developed capacities of local and regional administrations and development structures (i.e., the RDAs and RDCs).

Type of Services provided:

• Update of the National Strategy for Regional Development (NSRD);
• Preparation of an investment project pipeline for 42 investment projects in public assets with a total worth of EUR 191, 7 million in the areas WSS, SWM, EE, RLR based on integrated and participatory local planning exercises and in line with sector priorities and norms;
• Development of trainings on various management planning tools (e.g. project development pathway methodology, gender and social action plans);
• Assisting local authorities with the design and development of project proposals through preparation of at least 42 investment project fiches for investment projects in public assets with a total worth of up to 191 million Euro in the areas of water and sanitation, solid waste management and energy efficiency of public buildings, based on integrated, sustainable and participatory local planning exercises and in line with sector priorities and norms;
• Technical and financial planning (at pre-feasibility and feasibility level, incl. EIAs and socio-economic appraisals) as well as quality control of local project proposals for national and international funds;
• Training of leadership and administration staff, regional and national stakeholders and support groups
