IKI-SPAR6C Program - Supporting Preparedness for Article 6 Cooperation
The overall objective of the program is to use Article (A6) cooperative approaches to engage the private sector in NDC implementation and to raise ambition. This will enable cost-efficient, flexible, high integrity carbon markets with positive sustainability impacts. Transformative design of A6 pilots for real ITMO transactions will be enabled by research-based capacity building in four partner countries, catalyzing a high ambition community of practice regionally and globally. The program consists of six work packages, of which two are centrally managed and four are country driven. In the first two, best practice tools and approaches to implement cooperative mechanisms will be developed, underpinned by an international forum that brings together countries and practitioners, who share the common objective of raising ambition through markets. In-country implementation will focus on three areas of work in each of the four countries: 1) Long-term planning, 2) institutional readiness to transact and 3) pilot design and transactions.
The long-term impact of the program is to stimulate climate mitigation activities, thus raising climate action ambition through the use of A6 cooperative approaches to engage governments and the private sector in NDC implementation. Cost-efficient, flexible, high integrity carbon market cooperation is developed with positive sustainability and SDG impacts. Transformative design of A6 pilots for real ITMO transactions is achieved through research-based capacity building in four partner countries, catalysing a HA-CoP regionally and globally. Subsequent to establishing the structures, procedures and regulatory framework required, in the medium and long term, partner countries are in a position to successfully identify, structure and implement climate programmes independently and with their own resources.
The program therefore aims to prepare countries for the use of the mechanism under Article 6 of the Paris Agreement through the following measures:
1. Participation in a regular international exchange to discuss relevant experiences,
2. Use of strategic documents prepared by the consortium related to the implementation of the mechanism
3. Design of the necessary processes involving the authorities of the host country and preparation of pilot projects.
The task of the KPC is to support the Thai government in the implementation of the above measures.

KPC is the main responsible partner for the elaboration of the Work Package (WP) V:
WP V: In-country implementation for Thailand
- Perform both a needs and a readiness assessment to identify the necessary guidance and tools required by Colombia for A6 implementation, discuss and agree with GoC
- Support medium- and long-term low emission planning promoting SDGs.
- Support the implementation of the governance framework guidance (developed in WPII) for establishing a coordination mechanism able to identify, validate, manage, and supervise potential A6 transactions.
- Develop Pilot Transactions.
- Perform both a needs and a readiness assessment to identify the necessary guidance and tools required by Pakistan for A6 implementation, discuss and agree with GoP.
- Support medium- and long-term low emission planning promoting SDGs. This activity might include the following studies
- Support the implementation of the Governance Framework Guidance (Developed in WPII) for establishing a coordination mechanism able to identify, validate, manage, and supervise potential A6 transactions.
- Develop Pilot Transactions.
- Perform both a needs and a readiness assessment to identify the necessary guidance and tools required by Thailand for Article 6 implementation, discuss, and agree with GoT. (This activity will feed WPII)
- Support medium- and long-term low emission planning promoting SDGs. This activity might include the following studies, building on existing studies conducted by the government and using available accessible resources as the basis,
- Support, including through the implementation of the Governance Framework Guidance (Developed in WPII), for establishing processes, institutional arrangements, and infrastructures necessary for cooperating under Article 6 including:
- Develop Pilot transaction.
Furthermore KPC supports the work on the following WPs:
- Facilitation of High Ambition Community of Practice (HA-CoP)
- WP II: Development of best practice guidance for strategic use of Cooperative Approaches
- Work package (WP VI): Oversee the development of the pilot program with close support from local consultants
