In order to support Moldova’s transition towards a more energy-efficient, resilient and low-carbon residential sector, the European Bank for Reconstruction and Development (EBRD) established the Moldova Residential Green Economy Financing Facility (GEFF). The Facility provides incentive payments linked to retail loans for energy efficiency improvements and renewable energy investments in residential buildings across the country.

Given the highly fragmented nature of the residential market, the large number of relatively small sub-projects, and the involvement of multiple participating financial institutions (PFIs), the EBRD required a robust, transparent and scalable digital Grant Management System (GMS) to support the efficient delivery of investment incentives. The GMS serves as a central operational platform enabling the structured management of grant applications, verification workflows, incentive calculation, reporting and monitoring throughout the lifetime of the Facility.

The Moldova GMS was designed to support approximately 10,000 residential sub-projects, covering single-family houses and multi-apartment buildings. It enables sub-borrowers to submit grant applications online, upload technical and financial documentation, and track the status of their applications. At the same time, the system provides PFIs, verification experts and the EBRD with secure, role-based access to review, verify and approve incentive payments in accordance with GEFF eligibility criteria and verification protocols.

A key objective of the assignment was to deliver a fully client-ready online application tool within a short initial development period, followed by long-term hosting, maintenance and incremental system improvements over the full operational duration of the Facility. The system was designed to ensure high availability, data security and compliance with EBRD IT, data protection and operational risk management requirements.

The GMS supports both desk-based and on-site verification workflows, automated grant calculation based on predefined incentive rules, and structured decision-making processes including approvals, rejections and requests for additional information. It also provides comprehensive reporting functionality, allowing the aggregation of portfolio-level data on loan disbursements, grant payments and key impact indicators.

By digitalising and standardising the grant administration process, the Moldova GMS significantly reduces transaction costs, enhances transparency and auditability, and enables the efficient scaling-up of green investments in the residential sector.
