Framework contract: Technical assistance to the Austrian Development Agency concerning to projects of the water and sanitation sector

The contract included the strategic, scientific and technical advice on water and sanitation to the Austrian Development Cooperation (ADC) and the Federal Ministry for European and International Affairs (BMEIA) primarily in monitoring of on-going programs / projects and in the development, preparation, evaluation and coordination of new activities in the partner countries or multilateral organizations in the context of the overarching goals and supporting principles of the ADC. The advice was to strengthen the ADC in their efforts to comply with any future programs and projects in the water sector with all relevant criteria, such as increased program orientation, coordination with donors in the international environment, geographical concentration of assistance, strengthening the ownership and use of local expertise in planning and implementation, consideration of gender issues, protection of natural resources. In the case of infrastructure project the appropriateness of technology, awareness raising of users, and the ability of operators to manage & operate infrastructure are key quality criteria.

Selected services provided in the framework of this assignment:

• Development of “Technical Assistance Program to the Water Supply and Sanitation Sector in Albania”

The objective of this assignment was to support the Austrian Development Agency (ADA) in developing a comprehensive Capacity Development programme for Albanian utilities and authorities in the water and sanitation sector aimed at strengthening on-going sector activities at the national, regional and local level.

• Rehabilitation of the water supply system in the Rayon Nisporeni: Municipalities of Nisporeni, Vărzăresti and Grozesti, Republic of Moldova” 

The objective of this assignment was to support the ADA and the municipalities of Nisporeni, Vărzăresti and Grozesti in the development of a project for a regional water supply system and the set-up of an inter-communal service provider (utility) for a population of 23.000.

• Preparation of the rehabilitation of the waste water collection system and the treatment plant in the town of Cantemir 

ADC supported the rehabilitation of the water supply system in Cantemir in the last years. As a next step the waste water system, which was in dire situation, was rehabilitated in order to find a sustainable solution for the waste water collection system and the treatment plant of Cantemir.

Type of services provided:

• Development of project ideas and technical Project Documentations which fits the requirements of the partners.
• Drawing up the terms of reference for consultancy services
• Provision of Tender agent services
• Assistance in elaborating of a reliable project financing structure/arrangement and identifying relevant international donors and local funds.
• Assistance to municipalities in implementing environmental infrastructure projects (support in tendering and supervision of works contracts) according to EU-standards
• Monitoring of the planning, design and construction phase
• Evaluation of completed investment projects and drafting of recommendations for optimizing the project implementation process
• Institutional Strengthening & Capacity Development for local, regional & state actors in the water supply and sanitation sector
• Assistance in donor coordination and representing ADA at international meetings and conferences
• Networking with national and international associations related to the water sector
• Support in strengthening sector capacities in the regional offices of the ADC
