Consultancy Services in Support of EU Programmes on Energy Efficiency

The European Investment Bank (EIB) contracted a single service provider for the support of financial intermediaries (FIs) and financial beneficiaries (FBs) during the implementation and operation of EU programmes on energy efficiency (EE). The programmes combined grants provided by the EC with EIB credit lines. They aimed to promote the implementation of EE projects in the EU and in EU candidate countries

The role of the service provider was to assist the EIB and support the FIs and FBs in the implementation and operation of the GI, as well as similar programmes to be managed by the EIB in eligible countries. 

In order to support the implementation of EE projects, the EC in cooperation with the EIB established dedicated Facilities, involving non-refundable grants and lending provided by the EIB. These Facilities aim at overcoming the main barriers in the implementation of EE projects, which were: the lack of technical capacity and the lack of appropriate financing.

The EIB set up so-called “projects” under each Facility. A project referred to a separate agreement with a local bank, which plays the role of an FI, through which the funds from the EU and EIB are channelled to the FBs. The non-refundable financing provided by the EU was used as administration fee for the FIs, investment incentives for the FBs, and TA provided to both FIs and FBs. 

The Technical Assistance included any activity to be provided by the Service Provider supporting the implementation and operation of the Facility such as sub-project application & verification, energy audits in buildings (incl. Energy Performance Certificate) and industry, sub-project pipeline screening, marketing activities, trainings to FIs, etc.

The scope of work of the assignment includes:

• Establishing a sustainable loan program for EE / RE investments in selected Financial Intermediaries
• Building up a portfolio of demonstration projects in Financial Intermediaries
• Training and capacity building
• Energy audits, energy audit summary reports, energy performance certificates, identification of standard equipment and technologies, project verification, sub-project verification reports
• Support with marketing activities
• Energy management trainings
• Pre-assessments of projects
• Project Implementation Assistance
• Providing support to implementing financing institutions
