Carbon Project and Asset Development Facility
This Facility aims to help project development under existing ‘traditional’ carbon market mechanisms (i.e. JI and the CDM), as well as build on and design projects or programmes under more innovative approaches (e.g. programmatic). In addition, new mechanisms might be pioneered under the Facility, if such are linked to Bank-financed programmes, such as the Sustainable Energy Financing Facilities (SEFFs). These new mechanisms may include sectoral approaches and/or Nationally Appropriate Mitigation Actions (“NAMAs”) and require close coordination with the Bank’s carbon market capacity building and policy dialogue activities.
The overall objective of the Facility is to facilitate the region’s connection with current and future carbon markets, thereby providing for a toolbox to transit towards a sustainable energy future.
- Developing and structuring projects or programmes to be financed by the EBRD with substantial emission reduction potential as carbon projects;
- Supporting the development of innovative carbon and environmental market instruments;
- Facilitating a constructive dialogue with international and national authorities in obtaining approvals for supported carbon projects.
The first assignment carried out by the Consultant consisted of facilitating the registration of the ARMSEFF PoA-DD through the identification and set up of a Contract Management Entity capable of fulfilling all relevant CDM EB requirements necessary for such a registration. The scope of the work included engaging a designated operational entity (DOE) for validation services and assisting in the entire process.
In the second assignment the Consultant explored the possibilities and options for a transmission interconnection between the Central Asia and South Asia Regions to enable the export of surplus electricity in the summer from existing generation capacity in the Kyrgyz Republic and Tajikistan to energy-deficient Pakistan and Afghanistan within the Central Asia South Asia Electricity Transmission and Trade Project (“CASA-1000”).
In the third assignment, the Consultant developed and qualified the Yereymentau Wind Farm project in Kazakhstan under an applicable carbon regime.
