Capacity building Training COPA – Art.6 readiness
The increasing demand for refrigeration and air conditioning (RAC) systems globally has led to the accumulation of ozone-depleting substances (ODS) and hydrofluorocarbons (HFCs), which have high global warming potential. Effective management and disposal of these substances are essential to meet environmental and climate goals. The Climate and Ozone Protection Alliance (COPA), funded by the German Federal Ministry of Economic Affairs and Climate Action (BMWK) and implemented by GIZ in cooperation with UNIDO and UNDP, aims to reduce these environmental impacts by supporting a transition to a circular cooling economy.
The objective of this project was to develop and implement a comprehensive capacity-building program for stakeholders managing ozone-depleting substances (ODS) and hydrofluorocarbons (HFCs) within COPA member countries. The program aimed to enhance the technical and operational capabilities of National Ozone Units, technicians, and environmental compliance officers by equipping them with the skills needed to identify, develop, and implement financial mechanisms for greenhouse gas (GHG) mitigation. The focus was on leveraging carbon market opportunities established under Article 6 of the Paris Agreement to promote effective management of ODS and HFC banks. The ultimate goal was to empower participants to mobilize resources, design eligible projects, and actively participate in international carbon markets.
The contractor performed the following work, organized into three primary work packages:
Work Package 1: Training Development
The contractor developed a comprehensive online course covering the policy, technical, and managerial aspects of GHG mitigation related to ODS and HFC banks. The training addressed key topics such as NDC Screening, GHG Inventory Management, National Framework Development, Gap Assessment, and Mitigation Activity Design (MAD). The course content was created in English, Spanish, and French to ensure accessibility to a broad audience.
Work Package 2: Training Implementation
The contractor implemented the training as an online program that included webinars, self-learning modules, and interactive sessions. Delivery was coordinated closely with the COPA team, ensuring sessions were recorded for ongoing participant access. The training sessions employed lectures, case studies, and interactive methods to enhance learning outcomes for National Ozone Units, technicians, and environmental compliance officers.
Work Package 3: Self-Paced Course Material Development
The contractor created comprehensive written materials to support a self-paced version of the course. These materials included detailed PDFs, tutorial videos, and multiple-choice questions for assessments. Feedback questionnaires were developed to evaluate the training effectiveness. All materials were provided in English, Spanish, and French to accommodate participants from various regions.
